When a cat is spotted the first goal is to find out if the cat belongs to a neighbor, is an indoor/outdoor cat, lost, or is a feral cat. If you notice that the cat has a "ear tip" on it's left side that indicates that it has been spayed/nuetered and is in fact a feral kitty.
